Agency-Wide AI Orientation Focuses on Governance
The Philippine Amusement and Gaming Corporation (PAGCOR) recently organized a comprehensive online session on the effective and responsible use of Microsoft Copilot. Emphasizing the balance between progress and accountability, the orientation highlighted essential governance safeguards to support transparency during AI adoption. Held as part of the Development Policy Research Month on 30 September, the event adopted the theme “Reimagining Governance in the Age of AI.”
Microsoft Copilot Chat Training for Enhanced Productivity
Led by AI Workforce Specialist Christeen Padilla, the Microsoft Copilot Chat Masterclass utilized Microsoft Teams and drew participation from 98 employees representing PAGCOR’s corporate and branch offices. Padilla showcased Microsoft Copilot Chat as a secure, AI-powered productivity tool, detailing features such as correspondence drafting, report summarization, idea generation, and responses to workplace questions. Licensed users of M365 Chat also gained access to additional specialized capabilities.
Rapid Implementation of AI Solutions in the Philippines
In the training session, Padilla cited data revealing that 86 percent of AI-assisted chat application users in the Philippines had already adopted Copilot in 2024. This high adoption rate highlights a widespread move towards AI-driven solutions in local workplaces. While discussing these benefits, Padilla underscored the importance of using the technology responsibly. PAGCOR stated, “The orientation placed strong emphasis on governance safeguards to ensure its responsible use.” Safeguards cover compliance with enterprise data protection, adherence to organizational policies, and ensuring the distinction between web-based and internal information to maintain confidentiality.
PAGCOR’s Broader Educational Initiatives in Gaming and Technology
The AI orientation forms part of PAGCOR’s broader campaign focused on educating stakeholders about risks related to gaming and technological advancements. In September, PAGCOR introduced a multi-faceted education strategy targeting illegal online gambling, structured around player awareness, operator instruction, and community outreach.
Addressing these initiatives, PAGCOR Vice President for Human Resource and Development Group Dr. Angelito Domingo remarked, “There are three forces – technology as the tool, the criminal divide as the motive, and social impact as the public outcry – that create a perfect storm which threatens the integrity of the legal gaming industry.” He emphasized that “collaboration among gaming and financial regulators, licensed operators, law enforcement, non-government organisations, the community, and the players themselves” is crucial for success.
Domingo also cautioned that technological advances can empower both legitimate and illegal gaming sectors, noting the volatile environment and urging that “player education should centre on responsible play and awareness of gambling’s financial and psychological risks, which we are currently doing.”
