Philippines Achieves Significant Reduction in Illegal Online Gambling Operations in Q3 2025

Key Moments:

  • Illegal online gambling operations decreased by 93 percent in the Philippines in Q3 2025 compared to the previous quarter.
  • Collaboration among government agencies and private sector partners played a crucial role in combatting illegal gaming activities.
  • Scam calls increased by 78 percent from July to September 2025, showing a shift in cybercrime trends.

Drastic Drop in Illegal Online Gaming Activities

Recent data from cybersecurity and analytics firms Gogolook and Whoscall revealed a 93 percent reduction in illegal online gaming operations in the Philippines during the third quarter of 2025 compared to the previous quarter. This sharp decline underscores the effectiveness of coordinated government action targeting cyber-enabled gambling activities.

Unified Government Response and International Impact

Acting Executive Director Aboy Paraiso of the Cybercrime Investigation and Coordinating Center (CICC) attributed this outcome to the collaborative efforts of legislators, regulators, and various government agencies, including the Philippine Amusement and Gaming Corporation, the Philippine Charity Sweepstakes Office, the Philippine National Police Anti-Cybercrime Group, the National Bureau of Investigation, and the Presidential Anti-Organized Crime Commission. Paraiso noted that these measures have discouraged foreign investment in illegal gambling operations.

Decrease in Scam Reports and Enhanced Prevention Measures

Reports related to illegal gambling and scams, as recorded by Gogolook’s Whoscall app, declined noticeably during the period. The CICC is committed to maintaining momentum by strengthening cooperation among stakeholders.

Investing in Cybersecurity Training and Expertise

In partnership with Camp John Hay in Baguio City, the CICC has initiated the establishment of a digital forensics training facility. This center will develop training programs to equip members of units such as the PNP-ACG, NBI Cybercrime Group, and possibly the Department of Justice’s Office of Cybercrime with skills for digital investigations. These efforts aim to fortify capabilities for addressing cybercrime threats.

Evolving Threats and Payment System Upgrades

Despite these advances, the data also showed a 78 percent increase in scam calls from July to September 2025, highlighting the changing landscape of cyber risks. Progress is being made toward upgrading payment systems for retailers using older technology to mitigate vulnerabilities.

Continuing the Momentum Toward Cybercrime-Free Online Gaming

Paraiso emphasized the necessity for perpetual vigilance and inter-agency coordination to maintain momentum against illegal online gambling. The Philippine government’s comprehensive approach demonstrates its commitment to promoting lawful and secure digital gaming environments.
