September 2025 Figures: Revenue Falls While Bets Surge

The latest report from the Virginia Lottery revealed that, despite achieving a record-high handle of $737.2 million in September 2025, sportsbooks in the state experienced a 2.1% decline in adjusted gross revenue (AGR) compared to the prior year. The overall AGR amounted to $64.5 million.

The surge in wagering activity is likely tied to the start of the new NFL season, which traditionally drives higher betting volumes.

Online Dominance and Retail Growth

Online wagering continued to account for the bulk of the market, representing $63.6 million in AGR, though this was down 2.6% year-over-year. Conversely, retail sportsbooks captured $891,650 in AGR, reflecting a notable increase of 55.9%.

Mobile operators processed a total handle of $731.5 million, marking an 18.3% rise from the previous September. Retail operations reported $5.6 million in handle, up 50.8% year-over-year. Bettors across the state won a collective $667.4 million, which resulted in a combined operator win rate of 9.46%.
