Spain Unveils Unified Deposit Controls and Centralized Player Portal for Online Gambling

Key Moments:

  • The joint deposit limit system entered the testing phase on 21 October 2026 and will become fully operational in March 2027
  • The Player Portal now enables users to view activity across all licensed operators in one platform
  • Default joint deposit limits apply daily, weekly, and every four weeks, with real-time tracking across operators

Joint Deposit Limits: How the New System Works

Spain has activated its unified deposit limit system for online gambling, an initiative that tallies each player’s deposits across all licensed platforms against a single set ceiling. Launched by the Ministry of Social Rights, Consumer Affairs and 2030 Agenda, through the Directorate General for Gambling Regulation (DGOJ), this measure became available starting 21 October 2026, with full enforcement set for March 2027.

Under Royal Decree 520/2026, all deposits a player makes—regardless of operator—are combined in real time. Should this collective sum hit the prescribed maximum, further deposits are denied, and the player receives a notification explaining the reason. Individual operator limits remain in effect, while the aggregated cap now sits above these existing measures.

Standardized Deposit Thresholds

All participants begin with identical joint deposit limits, which are outlined below:

PeriodDefault Joint LimitCounting Method
Day€70006:00 to 06:00 the next day
Week€1,75006:00 on Tuesday to 06:00 the following Tuesday
Four weeks€3,300Four consecutive weeks, starting at 06:00 on a Tuesday

Modifying Limit Values

Players have the flexibility to lower, increase, or remove their joint deposit limits. Lowering a limit takes effect instantly. Increasing or eliminating a limit, however, is subject to a three-working-day delay, a measure intended to help deter impulsive behaviors. After making an increase, players must wait three months before requesting another increase or removal. Furthermore, before any upward adjustment or deletion of a limit, players receive risk information about gambling.

The Player Portal: Centralized Transparency and Control

The newly introduced Player Portal brings together data previously spread across individual operator accounts. Accessible cost-free through Spain’s Cl@ve digital identity system, the platform is available to anyone, regardless of whether they currently hold a gambling account.

  • Display of deposits, stakes, winnings, and losses, including activity logs and synthesized statistics
  • Verification of all gambling accounts linked to the individual, enhancing oversight and protection against identity misuse
  • Customizable alerts on expenditures and gaming patterns
  • Options to manage joint deposit limits and confirm the implementation of any changes
  • Ability to download annual activity certificates

The ministry said (translated from Spanish):

‘This platform aims to strengthen players’ ability to know, understand and control their gambling habits, making it easier to access information about their own activity.’

Expected Impact and Implementation Timeline

According to the ministry, the new regulatory framework will benefit those engaging with multiple online gambling operators within Spain, a segment that comprises approximately one-third of the country’s active online gambling population. The largest subset within this group are those with two operator accounts, and about 80% of cumulative losses are concentrated within 10% of players.

Jdigital, the association representing licensed online operators in Spain, has raised doubts regarding the proportionality of the measure, referencing DGOJ findings that state roughly 80% of online gamblers use just a single operator.

For licensed operators, this mandate requires integration with the DGOJ’s centralized deposit limit system—checking player deposits there before approving transactions. Additionally, they are required to explain these joint limits clearly within the safer gambling sections of their websites. Only the DGOJ can access combined player data, in a move said to reduce unnecessary data transfers while bolstering personal information protection.

Key Dates and Next Steps

The system, while currently being tested, has already been made available to users and is scheduled to be fully implemented beginning 26 March 2027. The decree comes into effect nine months after its appearance in the Official State Gazette (BOE) on 25 June 2026, with the BOE designating the effective date as 25 March 2027.
