Norwegian gambling regulator Lottstift is considering substantial penalties against Norsk Rikstoto, the state’s exclusive horse race betting provider, after uncovering significant failures in anti-money laundering (AML) compliance protocols. During an audit conducted from 6 February to 27 May 2025, Lottstift cited several serious violations of the Norwegian Money Laundering Act. As a result, Norsk Rikstoto now faces the risk of a fine reaching NOK 2 million (£150,000), in addition to a daily penalty of NOK 50,000 until it resolves the compliance issues.

Regulatory Assessment Details Key Compliance Shortcomings

According to the audit, Norsk Rikstoto’s AML team remains understaffed and heavily reliant on manual processes, which increases the likelihood of preventable errors. Moreover, Lottstift found major inconsistencies in how the company evaluates customer risk, emphasizing the need for a clearer separation between risk assessment and follow-up activities. The regulator insisted on a more robust classification system for customer risks and consistent procedures across business segments.

Internal risk management and documentation practices were also under scrutiny, with Lottstift emphasizing the lack of a systematic approach. Citing its inspections and sample checks, the regulator stated:

“Both the review of sample checks and what we observed during on-site inspections have shown that there is a lack of a systematic approach to documentation and logging of implemented measures, assessments and choices. We saw that some customers/cases have better descriptions of the course of the case than others.”

Lottstift further criticized Norsk Rikstoto for incomplete and inconsistent reporting when following up on audit recommendations.

High-Level Criticism From Lottstift Leadership

Atle Hamar, Director of Lottstift, was outspoken about the operator’s shortcomings:

“They have deliberately set aside absolute legal requirements that should enable them to uncover and prevent money laundering,” Hamar said.

“When they do not have good enough systems, the risk of them being exploited for money laundering increases. Money laundering is a serious social problem. We expect that a monopoly operator with over 170,000 players follows the law and has better control over how they will uncover and prevent money laundering.”

Legal Division Endorses Financial Penalties

Senior Legal Advisor Tatyana Søreide Klepaker confirmed that Lottstift’s legal team considers financial penalties to be justified:

“After a comprehensive assessment of the case… we find that a violation fine should be imposed,” Klepaker wrote.

“Our assessment is that Norsk Rikstoto has good financial capacity, and that imposing the violation fee will not be disproportionately burdensome for Norsk Rikstoto’s finances.”

Wider Implications for Norway’s Gambling Monopoly Model

This enforcement action follows ongoing criticism of Norway’s gambling monopoly model, which consists of Norsk Rikstoto and Norsk Tipping—both regulated by Lottstift. Norsk Tipping has itself been subject to AML and marketing investigations in recent years. With Finland intending to implement a multi-license system by 2027, Norway is set to become the only Nordic country maintaining a strict monopoly, raising further questions as compliance challenges persist.
