Key Moments:
- Ontario launched a call for over CA$3bn in direct gaming investments for Niagara.
- New casino operators must commit at least CA$1.5bn and pay a CA$100m fee.
- Initially, officials will allow three new casino developments before planning further expansion.
Ontario Launches First Phase of Massive Casino Development Plan
The Ontario government and the Ontario Lottery and Gaming Corporation (OLG) started their Niagara investment strategy. Specifically, this initial phase expands land-based casinos following an official call for investment on Oct. 28.
Consequently, the initiative seeks over CA$3bn ($2.1bn) in direct gaming investments from global developers. Additionally, private investors will contribute CA$600m ($429m) to associated sectors over two decades. As a result, officials expect this gaming expansion to create over 10,000 construction jobs.
Destination Niagara Strategy Sets Ambitious Targets
The broader Destination Niagara Strategy will double annual tourism to over 25 million visitors. Furthermore, the plan contributes CA$3bn annually to Ontario’s GDP and creates 46,500 permanent jobs.
“Niagara has enormous potential for growth,” said Zee Hamid, Minister of Tourism, Culture and Gaming. “Therefore, our Destination Niagara Strategy unlocks new opportunities to attract investment and create good-paying jobs.”
Moreover, new gaming investments will bring exciting attractions to the region. Thus, these developments will drive tourism and support Niagara’s future as a world-class destination.
Operator Investment Criteria and Market Access
The province requires each prospective operator to invest a minimum of CA$1.5bn ($1.073bn). Besides this commitment, applicants must pay a CA$100m ($71m) entrance fee.
Meanwhile, officials introduced a 9.75% gaming tax rate to lower financial strain on operators. This policy targets top-tier companies while maintaining public interest safeguards.
Interested casino operators must submit their applications via MERX before Dec. 3, 2026. Afterwards, shortlisted applicants will submit detailed integrated casino development proposals.
| Requirement | Amount |
|---|---|
| Minimum Operator Investment | CA$1.5bn ($1.073bn) |
| Entrance Fee | CA$100m ($71m) |
| Gaming Tax Rate | 9.75% |
Initial Cap and Long-Term Growth Potential
The government capped entry at three new casino operators during this initial phase. However, officials may offer further development opportunities after a fixed 10-year term. Ultimately, market conditions and operator performance will determine future expansion.
Suspended Exclusivity Paves Way for New Entrants
Previously, MGE Niagara Entertainment Inc. held exclusive operational rights in the Niagara market. However, OLG suspended those exclusivity rights in August through a mutual agreement. Consequently, this change opens the region to new world-class casino developers.
Currently, private partners operate land-based casinos under direct agreements with OLG. However, OLG maintains overall responsibility for managing gaming activities across the province.
“OLG proudly works with our partners to strengthen Niagara’s tourist economy,” said Duncan Hannay, CEO of OLG. “Therefore, enhanced gaming and new amenities will create lasting economic benefits for Ontario.”
